Hmm, the thing the EU is worried about is that Germany has exempted some heavy energy users from its green energy rules. This way only small companies and consumers end up paying the bill for greener energy, which is kind of unfair. Trouble is, if those heavy energy users had to pay the green energy surcharge like the rest of us, they wouldn't be competitive any more. A somewhat awkward situation really...
